I don't know why shall you set up your own IRC server, if you can not
join in a irc server network, its really nonsense. There already have
a lot IRC servers in China.
My suggestions:
1 join into them, you may have a look here: linuxfire.com.cn
2 Create your own channel on freenode or OFTC

We all promote FLOSS in China, why don't we join together? we do appreciate
what you have done.
BTW: sorry for reply to Qiangran Xia

Good questions, thank you, Zhengpeng.

You know, For the different organizations, they have the different
policies usually. For the all kinds of "User Group", they could use the
public infrastructures, such as use the mailing list from google groups,
the IRC from the freenode, they are OK.

Since we want to be a free software organization, seems like FSF/GNU, we
think that we'd better have these services ourselves, and it's
convenient for the people to access the services.

And I don't think it's the key of the involving to the free software
community whether use the public infrastructure or not, there is no
relationship.

For example, one of the ways we cooperate with the community is we
donate to the FreeBSD Foundation when we are selling the BSD daemon
shirt.

Thank you.
