win32下好像有这样的API，不过好像只支持英文，不知道你的项目是否需要处理中文。
这个技术在学术界是语音处理的一个热点，被称为TTS(Text To Sound)，你可以访问微软亚洲研究院提供的一个在线demo

，这里好像可以处理中文，对于中文我不知道是否有免费的可以使用，不过商业的应该有很多。
