运行下面的命令就可以了

cd Apache\bin
Apache -k install -n "Apache"

Apache 也没有办法作到此点，

思路有三:
1. 尝试将SVN和IIS结合
2. 尝试使用工具将 svnsrver 包装为标准M$服务
3. 尝试写检测脚本,使用Win 计划任务定期执行,自动启动!
